Changing Video Refresh Rates

I had my computer hooked up to a new monitor that I was borrowing from my friend at our last LAN party, now when i take it home and plug it into my Sh!ty monitor once it boots into Windows I can not get a video signal. I know this is b/c the refresh rate is set to high, my question is how can I change this, keep in mind that I can't see any thing when I boot up, I have tried going into safe mode but my changes will not keep when I boot up regular. The OS is XP pro.

Never mind... I had a friend walk me through it blind.

this recently happend to me as well. But i got nobody to walk me through it, can anyone help?

Hit F8 when booting and boot into safe mode or possibly last known good configuration.
