Changing/Upgrading PCs but using the same XP OEM. Possible?

I know this OEM FAQ issues has been around, but I need help in a specific question.

Let's say I have an existing PC with a legit XP OEM installed on it. One year later, when I buy a new PC, can i use that same XP OEM CD to install WinXP on the new PC?
Note: I will uninstall WinXP from the old PC.

So folks what gives in your experience?
Can I just call old Bill up and tell him to re-activate manually?

While the OEM CD will install, I don't think it's legal as the OEM CD is 'tied' to the Hardware you purchased it with. I'm sure some other helpful people can confirm this...

technically speaking, i don't think you can.

realistically, you will install, reactivate (probably over the internet) and no one will say a thing. if you end up calling, you will say you had to replace hardware, and they will activate you, no other questions asked.

I've been searching the forums and there have been alot of conflicting opinions on this issue.

So to sum it up.
Technically and maybe legally I can't do that, because it goes against the OEM licence agreement, EULA, etc.
But in real life, one can do that by just calling Microsoft up and request for a reactivation?

Is that correct?
