Changing the scrolling speed of the mouse

I often click the mouse wheel to let me scroll down a web page at a speed based on how far I move the mouse pointer down. On the old computer the speed increase/decrease was gradual. Now on the new machine however, if I move the mouse pointer down a little, the page scrolls very slowly but if I move the mouse down any more it SHOOTS all the way down to the bottom of the page in almost no time at all. Where can change this to be more gradual like before?

I'm not talking about scrolling through a web page by spinning the mousewheel up or down, but rather by clicking on the wheel itself for it's slightly different web scrolling ui.

What program is it too fast in? Auto scroll functions differently in every program it is implemented in, and not all can be changed. IE, FI, is notoriously broken, by scroll really slow or really fast, while Chrome, FF, Adobe Reader, Sumatra, and LibreOffice, that I know of, all change speed fairly linearly based on cursor location.

It's in IE. Can't use any other browser at work. (Might get "viruses")

I just tried it in IE, and it's as bad as I recall it being. Can you use your own mouse at work? One with a tilt-wheel and side buttons might be a way to get some non-keyboard scrolling.
