Changing the Language in Windows

I'm simply trying to change the language of everything in the os, win2k here. I found how to type or view other languages, but it didn't change the menus or such. Anyone know how? It was hella easy to do in SuSE linux.

Do you have "The Windows 2000 Professional MultiLanguage Version"? See the bottom section of this document.

Thanks, I thought I needed something more or extra to change the language. Figures. Linux is so awesome!
