Changing System Language to English?

I received a computer preinstalled with Windows XP SP2 from my boss in Taiwan, but it's a version of Chinese Windows XP and I can't read Chinese.

I've read that you can change the system language settings using some muisetup.exe that comes with SP1, but I can't find it.

Is there any way I can download muisetup.exe from MS or somethin? Or am I s.o.l. and I need to reload an English version of XP...
