Changing Resolution on Sony Vegas Studio

i have a video i'm trying to downsize, from 720x480 to 360x240.

i'm using the version of Sony Vegas Studio that was sold in 2006.

when i try Vegas 'Help', for 'scale resolution', it says something about placing
a video stream in the Text channel.

this is the first time i've had to read the instructions for Sony Vegas !

hope you'all are having a good barbecue today.
