Changing PSN accounts on PS3

When I change my login name is says I'm not allowed to used someone else's Playstation account. Is there any way to change accounts without reformatting?

I've read you have to create a new account, you can't change your current one. this also means that any achievements and stuff are stuck on the old account...

they really need a way to fix this.

Can't you just create a different user and then setup PSN for a different account under the new user?

I think you have to make a new local user first. Once you're logged in as a new local user, you should then be able to tie that account to a different PSN account.
