Changing partitioning

I have an AMD2600XP, a Shuttle AN35/Ultra mobo, 1gig of PQI PC3200 Turbo ram and a BFG 6800 GT OC and an IBM 90gig hardrive.
My friend built this for me for gaming and it works great HOWEVER,
When I had it built I had intended to burn DVD?s also so the hardrive is partitioned so that 30 gigs is the primary and 60 gigs is the secondary or storage drive. I have stored a lot of music and pictures but nowhere near 60 gigs. I?ve got about 50gigs I?m not using and it?s not likely I will fill it up anytime soon.
Now Im not going to burn DVD?s and I have filled up the primary drive with games so that now I have no more room. When I?ve tried to install programs like games or Futuremark in the storage part I can install them but when I try to use them I get a message saying it won?t work because of the path or something.
QUESTION: Is there anyway possible to change or remove the partition or barrier
without having to completely wipe everything out and reinstall Windows. My friend who built my computer tells me this is impossible but Id like to get a second opinion.

You can buy a program called partition magic that can do this for you

Tho its not completely foolproof

the best way to do it is to erase everything and redo the partitions. partition magic has caused me many problems. although i used version 7 and they probably have a newer version... always worth a try its only like a 40 dollar progey i think

1. Backup the important stuff (like the 30GB partition) with something like Norton Ghost.
2. If possible, borrow a hard drive large enough to temporarily house the contents of the 60GB partition.
3. Use PartitionMagic to delete the 60GB and resize the 30GB accordingly.
4. Recreate/restore contents from the original 60GB.

Because mucking with existing partitions (with data in them) is very risky, proceed with caution and at least one backup! If Microsoft really endorsed this kind of activity, don't you think they would provide a tool for it ... or buy a company that provides a tool for it? Hmmm.
