Changing Mimimize, Maximize & Close Buttons

How do I change the frame control buttons in win98 -- i.e. minimize, maximize, and close buttons?

the only way i've seen to change window structures like that is to use windowsblinds, look for a shareware version on the net somewhere. quite a popular proggie actually.
