Changing file types in Windows?

Is it possible to change file types in windows? For instance, i have a text file, which i want to change to a avi file, because it got named wrong. I know you can do this in dos: rn text.txt text.avi, but is it possible to do it in windows? Thanks!
 
Yes, just rename it. Make sure that you have display full name for known file types enabled in your folder options in explorer though. Otherwise, you'll just be renaming the

randomfile.txt

to randomfile.avi.txt (the last txt will remain hidden so it will look like it didn't work).

But if you have the above option ticked, it will rename to avi and stick.
