Changing fans on my CPU fan tray

On the back of Dell there are two 92mm fans placed next to the heatsink. I checked the specs on those fans and they are rated at 150CFM, 6k rpm, and 57dB. However in my computer the fan speed is controlled such that if you put your hand next to the fan you feel not much air movement, noise is also not an issue but I am thinking if there is a better solution. The issue here is that I cannot monitor the CPU temp or the fan speed, so if I replace them with a quieter fan that possible have a lower air flow rate, how would that affect the cooling? Can someone give me some advice?
 
Those fans are controlled by some sort of thermal sensors. If you put some other type of fan on there, the sensing circuit won't match and it's possible that it could overheat. I wouldn't change them unless they were malfunctioning. Dells and other big brands are generally meant to be just what they are when they come from the factory. If you want to play with things, build your own systems or have them made for you from standard parts that you choose.
