Changing drive letters

Is it possible to change drive letters on ROM's and HDD partitions as long as the partition has nothing installed on it?
 
Which OS? In general yes, but for specifics we'll need to know what your running.

I believe that you can only change drive letters on non-fixed disks such as CDroms, DVD rom, Zip drive. I don't think it is possible with HDD's or their partitions.

Possible. You could try re-formating and see what happens. In my experience with WinXP, It seems to like to cough up what ever lettering it likes.
 
Right on My Compter->Management->Disk Administration you can assign whatever drive letter you want.

I typed that from memory, it might not be worded exactly right.
 
My Compter->Manage->Disk Management. In the hand box, right-click on the drive and you will see your options there.
