Changing default screen on my laptop

I updated my monitor driver to 1600x1200.
When changing my resolution to anything higher than 1024x768, the screen on the laptop scrolls when
I move my mouse side-side or up-down. Why doesnt the icons just shrink to fit the screen?

What's the native resolution of the LCD panel? Chances are, it is 1024x768, when you try and make it smaller than that, it just scrolls the extra space. My grandmother's compaq laptop is this way. If it is 1024x768, you can't make the resolution any higher.
