You're going to need to give us a lot more information here. CPU type, motherboard brand, what you want to accomplish with this ...

That being said, multipliers are set in hardware (BIOS)

Well, its a celeron 400MHz, dell dimension L400C, with intel 810 chipset.
just tryign to figure out if there's a way to overclock it with more than just changing the FSB setting, which i already increased from 66MHz to 72.4MHz, any further than that and my comp halts...

What he said. :p Intel CPUs have to stick to FSB adjustment.

It may surprise you, but you'll have better luck shooting for a straight 100MHz FSB. The 72.4MHz FSB you've got is stressing your PCI cards to the tune of ~37MHz, which some lightweight cards can't handle. Mind you, you'll need aftermarket cooling (read - replace the Dell cooler with a real one) and a board that supports Pentium II/III chips in order to get the 1.3 PCI divider. And PC100 RAM.

Or just buy a better rig. 400MHz to me means "time for an upgrade" :p

what do you suggest for "aftermarket cooling?"

Well, what kind of CPU is it, slot or socket (big box vs little chip) and how much room do you have inside the case?
