Changing car title between parent and child, should insurance be notified first?

Should the form be taking to the local MVA (motor vehicle administration; issuer of driver's license and car registrations), then notify the current car insurer?

Or

Should the car insurance be contacted first, and then take the "Change of Title" form to the MVA?

Do both the giver and receiver have to show up at the MVA?
Can only the receiver just show up at the local MVA with the relevant form?

that's what a signature is for. a representation of your identity away from your identity
 
Okay then. The receiver will take the "Change of Title/Gifting title" form to the MVA, and then contact the insurance afterward, to inform them of the car's new owner and update the information as needed.

Note: the receiver is already under the insurance plan, it's just that the receiver, isn't listed at the owner or the payer of the monthly fees.
 
Usually its a safe bet to have the receiver to insure the car before changing title. I don't think you can transfer plates between owners (only cars) so it will require new registration which proof of insurance is needed for. Most of this is based of experience in my state but it's a pretty safe bet.
