changed boot drive letter and cant boot

reformatting a drive and for some reason it went to j:\. I changed the letter in regedit and i knew id probably not be able to boot.

SO first off, how can i access regedit from dos or better yet, on the drive as a secondary on another pc.

Second, is there anyway to change the drive windows looks for in order to boot. Else im going to have to reformat and try again, i aint havin no J: drive by default
