I see the department of homeland security cracking down on this.

Or the FCC.

I'd rather have the DHS on my case than the FCC. No one want's to mess with the FCC

Welcome to several years ago :D

Caller ID is set by the caller's equipment, anybody who operated a PBX could do this sort of thing for years. Although I admit, this is the first I've heard of somebody making a business off of it...sounds a little sketchy legally though.

Caller ID is a silly money-making scheme:

Pay $$ for caller ID on your phone.
Other guy pays $$ for ID Block to remain annonymous.
You pay $$ to force annonymous callers to identify themselves.
Telephone Company = Profit.

Right, except faking out caller ID usually involves attaching equipment to the phone network that behaves in a rather nonstandard way. It's not the caller ID part of it really, it's what you (as the consumer) are legally allowed to do on the phone network. Attaching equipment that mis-identifies itself (pretty much what's going on here) probably violates your usage terms.

The business world is going to be screwed in a major way if CallerID spoofing is ruled illegal. I know many, many businesses that use it. Why? So that their "main incoming number" is what appears on the CallerID box of the called party, no matter what circuit the call happened to be dialed from.

And furthermore, it's not really attaching equipment that behaves in a nonstandard way... it may not be well known, nor popular with small businesses and residences, but it's been around a long time.
