Change server download rate for CS?

My friend and I have started a CS 1.6 server for a few friends who are casual players and a few who are new to the game. We're using a few maps that are not in the standard set and I was wondering if there was a way to increase the download rate so they can get the maps fast without a cap.

Also, if anyone is in the Austin area and isn't 15 or played in CPL(we don't want to get super owned) let me know if you're interested in joining.
