Change PSU or Mod for quieter, which is better?

Hey, guys. I need help from you guys.

I am using Channel Well 350W. I am currently running T-Bred 1800+@1.83GHz(166x11) at 1.5V, Abit NF7, USB Keyboard and mouse, 1 DVD-ROM, 1 CD-RW, 1 Maxtor 80GB 7200RPM 8MB HDD, 512MB PC2700 DDR, 1 FDD, 2 92mm stealth case fan, and Rade On 9000 Pro from Sapphire with PSU above.
After I changed my two noisy 92mm case fans with quiet stealth, I found PSU fan is another problem. CPU fan is Volcano II, which is quiet enough, and coolers for northbridge and GPU are also quiet enough.

Here are my choices:

1. Mod PSU with Stealth 80mm (21dB, 27 CFM)
2. Change PSU with lower watt, but quieter (because I can only spend about $ 25 for PSU, and since I don't have much add-ons, 250W will be fine)

Which would be better choice for me, do you think?

Mod the PSU, dont get anything under 300 watts for an AMD cpu. You run the risk of system lock ups if you get something under 300 watts. Stealth fans woulf be way better.
 
ROFL daaaamn I want a 21dB 2700 CFM case fan!! Course, then I'd need a paperweight to keep my PC still. Or would the fan be 120m wide (yes, just one m)? 😉
