Change NTFS permissions in win2k using runas command?

I want to be able to change security settings on individual folders without logging on as administrator. However, win explorer is one of the few things that can't be run using the 'runas' command. Anyone know of any way to to do this? Preferably within a graphical interface rather than command line...
