Change FSB/Doesn't detect hard drive

P4 2.8C
2 x512 HperX 3200
1 WD 120GB SATA
AIW 9800Pro
XP

No matter what voltages/ratio/timings/FSB I try it will not detect the hard drive unless it is at stock speeds.
Any suggestions?

Make sure you lock your AGP/PCI ratio to 33/66.
