change "date modified" by name

I have a bunch of files whose name is its original creation date. For example,

2001-01-24.avi
2004-05-18.avi


However, the "date modified" values for these files are messed up.

I have found various utilities that allow me to manually change the "date modified" value back to their correct dates. But this is very time consuming as I have several hundred such files.

Is there some sort of batch command I could run that would automatically change the date modified attribute on my files to the value indicate by their file names?
