Good lord, people.

The entire point is to ATTEMPT to DRAW a perfect circle in MS Paint. Even if it isn't possible in any form, the goal is to ATTEMPT to DRAW a perfect circle in MS Paint. Did I mention that we were TRYING to DRAW a perfect circle?
 
How does the shift key help? As I press it down while drawing with the pencil tool, it causes the pencil to draw straight lines, vertical & horizonal & diagonal, but I don't see how that helps you draw good circles.

You are pressing it too hard, apply 1/3 less pressure.

2) Hold down shift before clicking and dragging.

shift key + circle drawing tool, not pencil. 😉

He meant when using the circle tool, not the pen/pencil which is used for DRAWING.
