Chaintech ZNF3-150 won't post

Here's my system I just got from Newegg:

Chaintech ZNF3-150 ZENITH mobo
Athlon 64 3200 proc
2 X Corsair 512 MB DDR400 LL
Ati 9800 XT
Antec True Power 480W
2 X 120 GB WD SATA HDs

When I power on, the mobo just beeps loud at me at equal intervals of about 1 1/2 seconds, no video. I've tried swapping out memory w/ Corsair I have in my other system (and switching slots, trying individually , etc.), tried swapping 9800 xt with my old 9500 pro, to no avail. This reminds me of a system I previously built that wasnt grounded right, but I dont think that's the case this time.

Any help would be appreciated.

Btw, I've also tried clearing CMOS and running mobo outside case to check for shorts.
