Chaintech VNF4 PCI Video?

I recently purchased a VNF4, after reading the march computer guide on anandtech. However, i don't have a PCI-Express video card. I'm trying to boot it with a PCI MX4000 card i've got and it won't boot up. The keyboard lights up, and the fans spin, but the speaker doesn't beep, and the monitor never receives a signal. Does anyone know if this motherboard will, for some reason, not work with a PCI card?

I'm using 512MB sticks of Corsair value select PC3200 memory. I've tried some OCZ pc3200 from my gaming machine as well, and acheived the same result.
