Chaintech 7NJS CPU Voltage

A buddy of mine bought a Chaintech 7NJS and installed an 1800 XP. He said his voltage is set at default to 1.7 and he can't take it down to the 1.5 that AMD recommends. He is concerned about his CPU temp which is running 53c idle. My first question is, will the 1.7 volt setting harm the processor, the second question is, if not, how can he cool it? He's using the Volcano 7+ heatsink/fan combo with the fan at it's fastest setting.
 
Um the voltage for the XP1800 is 1.75v's not 1.5 😕 so to answer your 1st question it won't hurt and to answer your 2nd put a HS compund between the HS/Fan and make sure it's contact is correct and clean.
