CGI Scripts: Anyone know where I can find a news editing one?

can anyone help me figure this out? I keep getting this "- If you see [an error occurred while processing this directive]
# or something similar, the server can't find the file it's trying
# to include. Try using
# <!--#include file="/absolute/path/to/news.txt" -->.
# If that doesn't work, make sure that your news files directory
# is not inside your cgi-bin."

and no matter what i do i cant seem to get it to work 🙁
