I'm looking to buy a Certified 2013 Mazda3 w/53k miles.

2013 mazda3 comes w/5yr/60k miles Limited Powertrain Warranty from Mazda itself:
http://www.mazdausa.com/MusaWeb/displayPage.action?pageParameter=ownersWarranty

What does the Powertrain consists of exactly, besides engine and transmission?

also, if I buy it from Hertz car sales, it comes with their own 12-MONTH/12,000* MILES Powertrain Coverage warranty:
https://www.hertzcarsales.com/howitworks/howitworkscertified

how does Hertz's 12k mile warranty work in conjunction w/Mazda's warranty?
I goto a Mazda dealership if something's wrong w/the powertrain up to 60k miles, then bring it to hertz if it's 60k-65k miles?

on the mazda site, on the top left menu, under warranty it has a link to cpo covered parts

But i'm sure somewhere out there is something with more legal jargon.

Powertrain normally means:

Engine
Transmission
Differential
and/or Transaxle.

It does not normally cover things like A/C, Brakes, Exhaust, etc.

Yes, however I do believe the exhaust is covered within the emissions rules with specific federal mandates.

first off: Power train warranties are dependent on who is selling it.
Most power train warranties cover parts, but not labor. Then it only covers engine components and transmission components (major) but not minor stuff. So you will have to pay for stuff like fluids and stuff anycase.

Second you shouldnt be buying from Hertz. Since Hertz is providing the after market 12 month / 12000 mile coverage.

Its not a Mazda CPO,... what you have is the 5/60K power train that comes from the factory. You got 7K left of that. After which you got 5K left (and 12 months to date of purchase) of the hertz power train.

If you want CPO, go buy a CPO from Mazda itself. Hertz might be cheaper, but a real CPO will give you 7yr/100K coverage (thats 57K of power train coverage).

If you by a car from a Toyota Dealership, even if its not a Toyota, their Pre-owned warranties (which cover other brands) is the best in the industry. But if you buy a toyota, at the toyota dealer, you get the CPO from there.

Remember, the manufacturer is the only person who can CPO a car for their own brand. 3rd party sellers (carmax, hertz, enterprise, other dealers) cars can only give a certain 12k/12mnth warranty at max. Unless you buy their extended warranty. At that point, I'll get the toyota extended warranty as it covers so much more!

Federal Emission Rules: 8yr/100K I believe.

Remember if you buy any CPO (true CPO from a real dealer of the car that the dealer supports) in general you will get 7-10yr/100K coverage automatically as a CPO.
