Intel will be forced into a brutal, no-holds-barred patent war if they attempt to sue over x86 licensing for this and they will be fought to the last dollar.

I've been very heavily involved in the overall architecture of this project and have come up with many many ways to enhance performance and cut development costs.

I am so confused by what you are really suggesting/asking.

From the outside it seems like you want to build a new CPU architecture that is compatible with modern x86 ISA but don't have any of the money or real technical skills to do so and so now you are asking people to essentially "donate" to the project with money or free experienced labor. Does that about sum it up?
