The rich are presumed to gain the most from the sacrifice of the Vet... (not necessarily cuz the rich avoid going as a rule) It presumes wars are just and in keeping with the foreign policy that protects US citizen rights.. among these rights IS the right to be rich and so the burden and benefit to the Rich is greatest based on the notion that the Rich can enjoy better what our Constitutional Preamble indicates are our objectives..

When it comes to the Veteran who went to war presumably to defend the citizen back home the burden or additional burden falls to all in proportion. Like I said earlier, I don't really care about the economy or anything when it comes to the Veteran... he/she went to war where they try to kill you... the Vet suffered for all of us. Fix him using the best of the best.... he is not low class sub human... he is a hero of the nation... No expense should be spared in returning him to health.
