Check your provider, chances are they have Roaming agreements with Providers in the states so that you can use your phone in the US (both incoming and outgoing calls), this is the norm because obviously US providers don't have service areas in Canada and vice versa, but they want their phones to work in the other country to make it more attractive. Therefore they make swap agreements with at least one company in the other country.

Unfortunately chances are also good that unless you have a plan specifically made for US roaming the price will be approxmiately 10% of a testicle per minute.

I know that for my phone, I can use it in the states, and the charges are very reasonable. (for the record I use Telus Mobility)
