Does anyone here do cell phone repair or know anyone who does (for a reasonable price)?

The screen died on my Galaxy S4. I might buy a replacement screen and try it myself if someone could help me diagnose it to be sure and find the proper replacement part.
I would be willing to spend $50 or so on it, but not the $200 that stores around me want to charge for the parts and labor.
Is $50 a ludicrous expectation?
Symptoms: the display starting getting "lines" through it a few weeks ago, then last week, the screen just went black. It flickers on very slightly and intermittently. I can boot to recovery mode (Philz), but it still flickers and is off more than it is on. I do not currently have the drivers loaded so I don't know if I can get the data off the phone itself or not.
