If a local landline calls your cell phone number which is local as well, but you are in another area code (so long distance), will the local landline be charged for long distance?
 
they based on the number they dial, regardless of where the cell phone is

Correct. Alternatively, if you had a cellphone with a number from another city, even if it was 2 feet away from the landline when you call it, it would be long distance.
