Cell phone number recycling.

Does anyone know how quickly cell phone numbers are recycled? What is the general wait period?

I have had numbers called that the party calling had not tried in 2-3 years
 
At T-mobile its recommended 60 day aging period.... but its circumvented quite frequently due to limited number of free numbers.
 
I wonder if there is a way to find out if a number has been recycled through some database? Without asking the person obviously.
 
I suspect it just ends up back in the database when it's available. I used to assign people phone numbers. It built a big random list of available numbers, but I don't know how exactly it got them; there was no age information attached to them or anything.
 
When my wife changed #s, she inherited a number that was signed up with a bunch of those stupid "text yes to #####" things. Each one charged us between $5 and $10 that month.

We had to get in a big pissing match with the CSR to get that shit taken off our bill. Despite their records clearly showing we had just changed #s and had never texted to any of those services.
