Cell Phone Law Question w/poll

Was reading this thread here: Linky and thought of this. It's illegal to talk on your cell phone while driving the car, but what if the situation requires you to dial 911 but continue driving while on the phone with the dispatcher. Say to follow a drunk driver so the police can pull him/her over. The obvious answer is that should be fine, but technically you broke the law buy being a good citizen.

It's legal, as long as you are using a hands free device! It's illegal in CT(live in MA, go to CT often) my younger bro got a $100 ticket for talking on his cell phone.

Subdivision (1) of this subsection does not apply to: (A) The use of a hand-held mobile telephone for the sole purpose of communicating with any of the following regarding an emergency situation: An emergency response operator;[/b] a hospital, physician's office or health clinic; an ambulance company; a fire department; or a police department, or (B) any of the following persons while in the performance of his or her official duties and within the scope of his or her employment: A peace officer, as defined in subdivision (9) of section 53a-3 of the general statutes, a firefighter or an operator of an ambulance or authorized emergency vehicle, as defined in subsection (a) of section 14-1 of the general statutes, [or the operator of a taxi cab, tow truck or bus without passengers,] or (C) the use of a hands-free mobile telephone.
