Celeron(T) 1.3 = 38 C at idle?

Hi, bought a retail box Tully cored Celeron which I put in without the black TIM (squirted a bit of asII on IHS and put it together). On the TUSL2-C it reads 1.55 Core volt (normal) and a temp of 38C at idle (as reported by MBM5). Case cooling is fine, a thermistor probe placed in between the fins of the sink reads 28 C. So, is it normal to have this poor a heat transfer through the IHS or should I start lapping and redo the asII? Reason I ask is that people are reporting these things to run much cooler than this (I've seen people say 30 C under load) and while it's nowhere near "damage" range, it still seems higher than my old CuMine P3.
