Celeron M Processor @ 1.5GHz

Good? I heard on "Call For Help" that the 1.5GHz Celeron M processor is "comparable" to a P4 running at like 2.8GHz. Is this true? And if so...HOW, and why don't they give it that speed (2.8) instead of saying it's 1.5GHz. This is in my wife's Dell Inspiron 2200 as the processor, but it seems slow.
 
I asked a similar question about my Celeron M 1.4 and replies said about a P4 2.2

Feels a little under a P4 2.0 , now that I removed a bunch of the factory installed software crap. I have a 512mb ram upgrade coming that should give a little help.

I'd say P4 2.8 is to high from my limited research

I thought that 2.8 sounded high, but not sure if it was 2.8 or not, but I know it was over 2 GHz. I also removed some of Dell's programs, but startup takes forever (see my other post re startup on Dell Inspiron 2200). Has 512 RAM in it already, but don't want to go above that.
