I heard that the Celeron D in laptops are much better and much more powerful than the older celerons. True or false. Trying to save my mom some money on a budget laptop.

Agreed. The Celeron M is based on the Pentium M core, while the Celeron D is a Prescott-based chip, and the old Celerons were either Northwood or Willamette-based.
Below is a breakdown of the chips:

Pentium M (Dothan) based core
400MHz FSB
512KB L2 Cache
--Celeron D--
Pentium 4 (Prescott) based core
533MHz FSB
256KB L2 Cache
--Celeron--

Celeron D is significantly faster than old Celeron, and anyone with a brain can see that.
2GHz Celeron D with 400MHz outperforms 2.6GHz Celeron.
