Celeron 700 uses more voltage then P3?

533A-600 mhz Celerons use 1.5 volts. Pentium 3 FC-PGAS use 1.6 volts, and slot one coppermines use 1.65 volts, right? Then the Celeron 700 mhz comes along, and it uses 1.65 volts. Whats with the huge jump? It would seem that they would make it use 1.6, the same as a FC-PGA coppermine P3. But instead they upped it to 1.65. I am curious about that.
