CDRs goin bad?

This only seems to have happened to one of my CD-Rs... I don't know where it came from (I don't remember buying the brand) but its a CompUSA 16x . An older style. anyways the dye is a light color. I 99% of the time don't burn coasters cause of my schweet plextor 8/4/32 . So I don't ever consider CD-R quality. Now a long time later I picked it up and looked at it. Inside the datatracks there are ... splotches... they're definately not scratches. They are like holes where the data disappeared? I read something somewhere about a fungus in South America that can eat CD-Rs... but I don't think thats it. Anyways the CD-R contains my backup of AOE II (Yes I own it so its legal) and when I goto install it just gets stuck at anywhere from 1-17%. Whats the deal here. Am I growing a south american fungus on my CD-Rs 🙂 If its just a cheapo CD-R is that what happens to all cheapos? How can I tell if I got cheapos , theres a program out that'll do it right but I don't know what the name of it is. Any input?
