CDRoms won't read?

This is in my sister-in-law's computer, a no name system she won somewhere.
It's a Celeron 700, WinME, 64Mb of ram (192mb now. I threw in an extra 128
I had laying around)

The drives are a samsung 52X, and a Yamaha 8x4x24 RW that I gave them
from my system. They both worked fine until recently.

Both drives show up on boot, and show as working fine in Device Manager.
It's not the IDE cable, since one drive is slaved on the primary channel with
the hard drive as master, and the other is master of the secondary.

All sockets are seated well. Drives power up, and are listed in the BIOS. Both
channels are enabled in the BIOS.

When I try to access a CD, it gives the message "Insert a CD".

What am I missing? Any help is appreciated.
