cdrom drives corrupted in XP

I have a Dell system with XP and 2 cdrom drives. Everything was fine until all of a sudden, I cannot access either cdrom drive. They do not show up in My Computer, and when I look in device manager they both have a yellow exclamation mark next to them. When I check their properties, I see a message stating ......"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged (code 19)".

I have tried uninstalling them in device manager, and then reinstalling them ..... no change. I thought at first there might be a hardware issue (bad cable, IDE port, etc), but when I install a different hard drive from an identical computer, everything works fine. So the problem seems software related, I'm thinking that some how the registry is corrupted. The computer works fine otherwise, no other issues. Anybody got any ideas?
