cdr burning slow...

my cdr write speed is 24x, but whenever i burn, the most it gets up to is 11x. I select 24x write and max write, but it always shows "actual write speed" as 11x, even when its near the end of burning (near the edge of the cdr). Why is this? Is there a way to fix this? It stays at 10-11x the whole way through. Please help.
