CDC becomes CDCR

As of July 1st, the California Department of Corrections has officially become California Department of Corrections and Rehabilitation. Rehabilitation has never been part of Corrections, CDC's main function has always been Public Safety by keeping those who mean to do us harm locked up and off the streets, with the exception of drug users (who I don't think should be imprisoned at all). Thanks to our Governor we are now charged with rehabilitation. Prison is not the place for rehab. So my question is this: Should a prison be the place to be rehabilitated? Is there such a thing for hardened criminals and repeat offenders?
