I've never had this problem before. I've tried three different brands of CD-R discs in the player, but it still insists they are not blank. Any suggestions? Is is hardware or software?

Obtain Win98 Boot Disk and get to DOS mode. Enable CD-Rom support. Try to read CDs in DOS. If it doesn't work, I suggest you return the drive.

Also, look for firmware update for your drive.

Before you return your drive, make sure you got the jumpers right at the back. Had a similar experiance with a pioneer DVD 105s with Plextor 121032A. Apparently, Bothe the jumpers were set to Master and the Plextor would not recognize blanks disk..

If both were set at Master, wouldn't one of the drive not work because it would not be detected?

So it WAS working fine before this? You make any changes? How old is it, and for reference, are you able to take those same CD-R discs and see if they work on another computer with a CD burner?
