CD-rom won't open after boot.

When i start my grandfathers computer I can open and close the cdrom's as many times i want but once windows loads after initial boot sequence, i am unable to open either the cdrom of cdrw. Any ideas
 
What OS is he using? Is it possible he messed with the permisions and rights to the drives? Has he tried to drag and drop data to be burned to the drives and not written it yet? If there is data waiting to be written to the drives, sometimes they get locked by the burning software. Though this shouldn't affect a non cd burner. Odd things may also be a sign of a virus.
