CD Rom or burner not detected by windows

the drive shows in teh bios but windows will not c it in teh device manager.....i try different cables and different drives and teh same results; they will show on the bios but windows will not detected...any suggestions.......

yes, i have !!!!!!!! on the ide drivers, but how can install them if windows cant c the cd rom drive?????
