CD ROM NOT WORKING INSTALLATION TIPS PLZZZZ HELP!!!!!

I'm having a problem with a PC that I got but I'm not sure of how to
go about fixing it.. I'm real desperate for info or HELP!..
Here's the problem I reformatted a PC and stupidly didn't get the CD ROM
driver until after I refromatted. I got the driver off of a website on the
internet.
So that means I cannot reinstall WIN95 unless I get the CD Rom to work
first.. problem is that I think I need a bootable floppy with the CD ROM
driver on it so I can get it to install while booting up.. But I don't know
how to make a Boot disk like that.. I tried putting the driver on without
doing that but it's asking me for a I/O address and I don't have a clue what
that means.. if you could please HELP I would greatfully appreciate it...
I'M DESPERATE..

Put the drivers on a floppy disk.
Make a boot disk for the operating system you are using.
Creat Bootup Disk
Boot up with the boot up floppy disk.
And when it gets to A: prompt take out the Boot up disk and put in the floppy with the drivers and install the drivers from there.

Yes. In the BIOS, set the boot sequence to boot from the CDROM first. After Windoze is in, set it back to the c:\ drive.

Win95 CD does not do bootable CD
Only Win98/ME/NT/2000 does.
That I/O address that it asks for, you will have to manually enter what address you would like to use. There might be more info you need to enter to set your cd rom to work.

If this still doesn't help you, I would try to get a Win98 boot disk from someone.(Win98 boot disk will allow you to load cd rom driver)
If you can't get it then ask someone to use the WinImage program to create the executable file image of the bootable Win98 disk and send the image to you by email.
