CD-ROM not working after OS install

I'm working on a Dell Precision 210, an older 450mhz computer with 96mb ram. I just installed a new CD-ROM (old one was non-operational) and reinstalled Windows 98. The install from the CD went just fine, but now that it is loaded, I can't read any CDs. I first tried a burned CD with the driver for the network card, and that didn't work, so then I tried a commercial CD with Windows 98 SE on it (the one I used for the install), and it still didn't work. The CD-ROM tray comes out, the light comes on, and it spins up the disc, but it doesn't read in the computer. The computer shows the D:\ CD-ROM icon, but doesn't recognize any CD. So, the computer knows there's a CD-ROM drive there, and the CD-ROM knows there's a disc in it, but the computer doesn't know there's a disc in the CD-ROM. Any ideas? This is a fully functional CD-ROM that I pulled from another computer and it worked to install Windows 98.
