CD-ROM not "seen" after installing ATA/PCI card

I bought a Rosewill RC-208 ATA-133/PCI adaptor card so I could plug my CD-ROM into. The driver disk that came with it can't be opened because windows doesn't even show a CD-ROM icon under my computer. The puter recognized the new hardware but of course I couldn't point to the driver on the cd because the puter doesn't see the cd-rom in the 1st place. The weird thing is that under device manager it shows the Image SiL 0680 driver being installed. So unless it was already on the OS, I don't know how it got there.
 
control panel ? administrative tools > computer management > Removable storage (under the storage tree) > libraries ... might be something here?
 
No, nothing under there.
Just thought of something else....even though the cd-rom is on its own ide cable, should the jumper on the back be set to master? it's on slave right now.
 
How about using the motherboard's PATA connection for the optical drive, and using the PCI card connections for your hard drives?

I could try that, but I hate having to go through another loop in the system for a HD. Seems like it might compromise performance. I could care less about the CD-rom performance, as I rarely use it. Does the jumper setting on the cd-rom matter, as mentioned above?
The only other thing mentioned in the directions was to copy the driver onto a floppy and install it that way, but that was only recommended if winXP was being installed. WinXP is already installed and I followed the other directions, which was to use the cd that came with the card. Like I said, the driver shows up under device manager and claims it is working correctly, but obviously the puter doesn't "see" the drive as there is no icon.
Is it possible I need to adjust a bios setting?

Yes!

Or - set it to Cable Select and use the Master connector (black.)

 
Or you could download the drivers for the card off the web directly to your PC and install from there.
